Think about these first--
How many non-violent otherwise law abiding citizens are you willing to remove from productive citizenship to rid our streets of marijuana?

How many casualties (dead and injuried) are we willing to accept to ensure a a rapid logistics system?

How many people do we wish to keep out of the econmy to ensure a robust economy--i.e. how many people do we want unemployed?

What number of deaths is actually statistically significant to the United States?

What are the two greatest challenges facing the United States that will manifest themselves over the next 10 years? (No right or wrong there are a lot)
