Tom, a question about strategic parameters

Would you frame a question, or set of questions, that would encourage thinking about strategic parameters? It seems to be a topic worth considering. Thank you.

I think these quotes from yesterday's posts are a good backdrop but I'm willing to stand corrected.

1. Tom: I think so thread: "In the killing of terrorists and insurgents, I would offer that we have to treat unknowns and civilians the same way--and subsequently not kill bad guys as efficiently/quickly. The "senior operative" killed in Pakistan becomes a wash when the little girl killed is laid out next to him."

2. Lisa: "He [air marshall] has an aircraft full of people, an airport full of people and a guy saying bomb and then not cooperating? What other call could he have made?"

3. Tom: "and that is the corner that we are painted in--not cooperating can get you killed because no strategic parameters have been set."
