Those in charge rejected the China economic warfare approach. They said what Tom did "wasn't fair" ... and he said if this was for real, would the Chinese play fair? So then, if memory serves, his group did something to the US Fleet - tactic was a) successful and b) disallowed. Part III: suggestions are made as to how his group should proceed next. Not surprisingly, the United States finally emerges victorious.
