was that the threat conditions were not tied to any realistic trip wires--and the problem with that is that you do things for no reason then it is hard to back away from them and that is wastful and expensive. So, the Cole gets bombed and with no indications warning or intelligence the entire Navy goes to threat con charlie----expensive--inefficient--then the question gets raised--when to we go back to Normal? well, when the conditions that led us to Charlie are relieved--except that can't happen cause there weren't any--so we are, as a nation, at yellow forever---same rationale--sumtin might happen.

the other problem with the system was it was designed about things that we could do--not around things that we needed to do to affect terrorists----that is why the SEAL Red Cell ALWAYS WON---two guards on the pier = two dead guys, sentry on the bow=dead guy, sentry on the gate=whocaresweain'tcomingthroughthegate--etc
