Iraq in global perspective

A pre-emptive war creates a global leader's worst nightmare. Instability. Back in the days of mutually assured destruction, no one attacked because they could not survive retaliation. Now, with a global power attacking without actual provocation, concerned nations could argue that they need nuclear arsenals to deter such an attack, lending credibility to a previously ridiculous argument. Further, we lose the right to condemn China or Russia if they behave similarly.
