it is complicated and nonsensical---but, the "prime contractor" in this case URS, has there bid proposal selected. That proposal would be selected on a variety of factors, the three primary being cost, prior work completed satisfactorily and capability to accomplish task. Now, interesting point one, is URS needs almost no one working for them, they just have to have the ability to get the people they need. How they do that is somewhat up to them, but they are required to hire a certain number of SBA qualifying companies and there are some jobs they have to bid out. If they build the AT system, they can't also do the QA on the AT system---okay, but I digress--so, the request for proposal would say something like-must be built in accordance with measures required for antiterrorism by DOD instruction. How they did that would be up to the sub contractors--who would then hire sub-sub contractor depending on what they were installing---fence guys, gate guys, no concrete barrier guys--etc
