i can't believe you tried to answer my suckily formulated questions! LOL. (this is what comes from trying to do research in one's 5min lunch hour.)

i thank you for three reasons: 1) appreciate your time and effort 2) although i wasn't asking about a real life situation, i CAN actually use that contact info you gave me and run with it(we are SM and MO certified and have both CMAS and GIS contracts/certs) 3) because there's a sales op, i can legitimately claim I was "working"

But if you'll bear with me, let me try again.

Let's pretend I'm URS and I need to identify the primary subs who will perform the AT stuff. I can't remember, but can the private sector "hire" any portion of the military's services for consulting or any other service? So, could I hire the Navy's AT division/specialists to consult on the AT? I'm guessing no? And if it's private sector, who/what out there today might be considered the leading experts on this stuff (looking for possible Co. rec's.--aside from Off-Shore Consulting, of course.) Summarizing the Q: who or what kinds of companies might make up my primary subs for AT in this scenario?

Does this make sense?

Now, if I can figure out how to ask you this in Mandarin, you can answer me in Lithuanian. LOL!
