Scenario:
URS Selected to Design Base Operations Facility at Edwards Air Force Base

Part of the listed scope is related to anit-terrorism. I am assuming that a bazillion consultants will be subbed, of which some will be related to the AT sub-scopes. In this sort of scenario, is there a well known consulting group that would typically be subbed? or AT experts? I'm also guessing that the military itself would supply experts? Do you know how this sort of scenario might work?
For a little more detail, i've found some info here http://atfp.nfesc.navy.mil and similar sites, but I feel like I'm running around in the dark. (I've also requested a subcontractors list on the project (since it's a public), but it will take a little time.)
