from "terrorists" amount to a rebellion or an invasion? I personally don't think so. But is you were to conclude that we were being invaded, what would the purpose of suspending the writ be? I would offer that either the legal system would have to be overwhelmed byt the invaders or that government function was being threatened--neither of which is the case
