but wait please........Re:"The writ of habeaus corpus shall not be suspended" is perfectly clear---

that is not the entire sentence but a fragment -the entire sentence reads:

"The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it." (Article One, section nine).

so my quesiton is does the last portion of the sentence not matter then? or when is it applicable?
