Naive question here, but...

There seems to be a flaw with that. If all it takes is "say" that one will uphold and defend the constitution, then what's to prevent them from learning how to turn the tables against our military? So are you saying that Russians can come to the States and join our military with just a promise to play nice and pass a written test?
