Not Naive at all

It is a little more stringent than I might have let on--I am sure there are residency requirements etc. But as with Mr Lindh,John Walker etc being an American citizen isn't a fool proof screen either...If I was to hazard a guess--I would say this "tradition" had its start in the earliest conflicts of our country--Major General Gilbert Motier, Marquis de Lafayette comes to mind as do the famous Indian Scouts. Their specific knowledge, capability and drive was worth the relativiley minor risk of employeeing them
