They want to be seen as put upon by the "Great Satan" the U.S., the big thug of the world. The problem with this is they can't make up their mind whether the U.S. is thug or savior or sometimes both at the same time.

If the US provides aide and or assistance they are messing in their politics, or not providing enough aide.

If the US pulls out of their country then they complain that the US has abandoned them when in fact they asked them to leave.

It is a two edge war of rhetoric that can't be won because the rules change from minute to minute and day to day.
