Okay so even after all we've discussed bombs here I was still thinking only in terms of potency and not type. I wouldn't even had considered hand grenades and mortars as bombs.
In the instance of my question they wanted him to make bombs to assassinate people. And they wanted it to be specific to the target and his dwelling - no collateral damage.
