You have to define bomb—any EOD guy can make a bomb and most are excellent at making Improvised Explosive Devices. I could not make a complex bomb like a hand grenade or mortar. That said—some bombs--- like pipe bombs—are so dangerous to make that I would not do it unless I really had to---
