Isn't management somewhat at fault

for not "selling" their mission to the public better? It was clear after 9/11 their accounting and management systems needed updating - but years later, after Katrina, the same things were still being said. It may not be a "sexy" sell - revamping systems, but it does seem necessary.

Also, according to the reports I listened to, the board of directors seems incapable of choosing a president they can work with for any length of time, which is bound to cause upheaval down the ranks, I would think.

I don't know enough about the Red Cross to comment on Tom's suggestion that more autonomy be given to the local chapters but on the face of it, given the mission and abilities of the Red Cross, it makes sense.
