A contract is a contract

She signed it in good faith. It is the Government that has breached it by arbitrarily changing what it agreed to. They entered into an agreement that her MOS would be in communications. Now the government has changed that. They agreed to pay her x amount in bonuses, which according to her husband she has not received; again breaching the good faith in which she entered into the contract. So how is being the victim of a breached contract, not accepting personal responsibility? Just because the government is a monolithic bureaucracy does not excuse it from honoring their portion of the contract they signed with the soldier.
