nix the premise, but they can withhold support--i.e. no ships, helos etc--makes it really expensive for the film folks---
Hostage taking became largely ineffective once people adopted the no negotiation philosophy. Plus, as the CT forces got better, the hostage takers were getting killed frequently—hostage taking is down, but because the skills are so difficult and has such applicability across most mission areas, everyone still trains to it.
