The United States and federal government cannot infringe...

But individual states and localites do it all the time. I believe guns are not legal period in DC. Yet that is constitutional. So Louisiana can for a short time, in times of crisis make law limiting, but the federal government cannot create blanket laws to cover all citizens all of the time. That's just my take :)
