I didn't process the last part of your definition - "and have never achieved the desired goal before." The goal can't be routine? You can't be a leader unless you're traveling in the vast unknown?
At work, I've had more managers than leaders. Frankly accomplishing some worthwhile goals, even if they were routine, would have been refreshing.
