that plus the stability of the military organization vice that of contracting services--strategically, the gov assumes that it can hire capability which might be a bad assumption (I think it is) So, we have 140K troops in Iraq and we say that is what it takes to do the mission, but really there are 300K people on the payroll---bad form I think
