Apparently law enforcement knows they are carrying...

and even though on one breath the superintendent of police says 'only law enforcement are allowed to have weapons' on the next he admits he's aware of the private security personnel and that the police has no plans to make them give up their weapons.

So while we can certainly wonder at Blackwater's motives and whether the company is profiting from this disaster, it's equally intriguing to see what the official stance turns out to be...

The implication, IMO, seems to be that there are civilians (such as Blackwater employees), and then, there are civilians (people hungry, displaced, traumatized, and angry).
