Rules for public property?

Tom, what are the rules for the stuff you can pass on?

I read Andy McNabb's Bravo (only read the first 100 pages or so) book about his time in SAS and I'm reading the difference on time from when his mission went nuts and the date the book was published and thinking "how can he possibly publish this stuff? What about secrecy statutes?" He had to have written the book while he was still in the SAS.

So how do you determine what is safe to publish and how long after an event?
