which is to say, don't look for a lot of sense in it--I can just imagine the conversations that led up to this important and momentous decision---but basically, Command in Chief has been reserved by edict to apply to only the President. Formeryly, it was applied to any one who had ultimate authority over a large force--basically any four star command. So, Commander in Chief of the Atlantic Command had total authority over all ships aircraft personnel assigned in any fashion to the Atlantic Command-- So the President was CinC of all armed forces and he had several CinCs working for him--but someone didn't like that--so now, with nothing changing other than the names-the CinC has Combatant Commanders Unified Commanders and service chiefs working for him
