When officers retire, are they asked to give their frank assessment of their various commands? Who interviews them and what happens with the information? I was thinking that perhaps the feedback from the few Flag Officers you admired would be very useful - were it to be disseminated to the right people. But perhaps those in charge would prefer that the boat not be rocked?
