I don't think it will work...

Terrorists are all about the attention...the publicity for their cause. I think that not reporting their "successful" attempt at terrorizing would just push them to do something on a grander scale. And terrorize on a whole different scale. For example, saying that the workers of the industry that was attacked would be more alert and the public would then feel safe, would just push the terrorists to do something that we are completely not looking for to the people that are feeling safe.

The terrorists are not dumb. They are smart and very inventive and creative....and adaptable. They will do whatever is needed to bring attention to their cause, whether it's killing or maiming women or children, man or beast, etc.

So, I don't think that providing falso info and attributing a terrorist attack to another cause would not be a viable solution to dealing w/ terrorists.
