...police shoot to kill and not to wound. And stun guns are not a guarantee. If you've ever had to deal with someone on PCP, or the likes, you'd see that the only *sure thing* is a bullet.
Having said that, the rules for the use of deadly force need to be in place from the onset so there is no second guessing, which could peripherally cause danger to innocent people or the LEO (law enforcement officer)involved.
