But being redirected solely due to a lack of staff in a position that is high risk and not utilizing someones talents - that you trained them for - is a mismanagement of resources. Which I believe was the pt she was trying to get across. Now if you were injured or killed doing that position for which you were trained... Then neither you nor the gov't were in breach of contract, it is something you could and should always remember may occur.
