That logic is faulty...

then how can people ever learn from the past, if people who make mistakes cannot warn others not to repeat them.

By this way of thinking someone who has stolen can NEVER tell anyone it is wrong to steal. Or a person who takes drugs can not expect their children to stay away from drugs, either.

Not to mention that expressing remorse and admitting mistakes is extremely different from countries denying it happened and refusing to admit it was wrong even if they did.
