get me to do what you want me to do the rest of the time.....
I only have to attack you one time....doesn't matter if I make it a big or small attack..but it will have more impact if the first time is a surprise....it is the psych out that is going to get you to react the way I want you to:
I hit you (in this case big: WTC)...you are scared.....I can put out over the internet/news chanells/print/"secret" systems/ that I intend to do A/B/C in the future....and you will react...not act.....and who knows...if I ignore the threat...I may get another surprise like the first time....but if I react I may be able to avoid your attack....(common thinking)
If we could turn it around and act instead of reacting to the threatened event or actual event...we may be more effective in combating terror......Not be manipulated....
