They think they should be 'leading' so they set out to lead, but have no where to lead to, so they just run around in circles (wander through the desert for 40 years so to speak) instead of sitting back and managing. Because let's face it, it looks better to most people during election cycle if you have billboards saying "So and So is a Born Leader" than "So and So is a decent Manager".
I think we get 'led' into a lot of bad things because those at the top are so busy 'leading' for their egos sake that they don't bother to take notice of what they are leading us into.
