I agree with Kristy. Sounds like the other Mother is not stable - I can only imagine the hell she puts her daughter through. The fact that she ended the conversation with "act appropriately" could be an indication that she's pulled this stuff on other people. Back away slowly...it's probably not possible to deal with her in a rational way.
Your kids, your peers and Council know and trust you and I'm sure you will get all of their support.
