Infrared Reflectors?

Ok we think Carrie is asking about the infrared reflectors you pointed out on your uniform and we have a few questions about that...

If there is cloud cover are they still visible?

Are they on various parts of your uniform in case you are laying on that arm or that shoulder is hidden?

Do most countries have this? Can they tell different uniforms from aircraft by the infrared reflectors?
