Lo Jacking people is something that has been proposed before. They'll sell it to the public as a 'protect your child' thing. I mean, you think more of your pet's safety than of your child? What if your wife is kidnapped? Or your husband runs off with another woman. I can see all kinds of scenarios whereby with proper softening up and advertising it could be sold to the 'sheeple'.
But I believe it's already in practice in certain sectors.
