not too long after the atomic bombings. He said that the one thing that was ominpresent and perfectly clear was that "they were beat" Dresden was firebombed flat--Berlin was destroyed--those countries were beaten. so the point earlier was that the starting point was vastly different. The popultation was beaten, the industry and economic base was dismantled and the allies were sitting there with buckets of cash to spend in a democracy---but it is also important to remember that even then, the resistance was pretty active for 5-6 years after hostilities
