None of the combative countries differenciated between Civilian and Military targets

Germany did not as they plowed through Europe. Japan did not in any of the Asian countries she invaded prior to bombing Pearl Harbor, where again no differentiation was made. Rebuilding was never a consideration in any military planning. Today's military 'tip of the spear' tries very hard to hit only military targets. Hence, Saddam hid troops, weapons etc, in schools, hospitals and in crowded civilian neighborhoods. Any thing considered civilian that was bombed 'accidently' got massive television coverage and screams of Nuremberg trials for American military. Since all potential military targets are essentially bare of any thing of value, the 'tip of the spear' tactic of softening up a country prior to sending in ground troops is very ineffective.
