regular vs support units

That is one thing that has baffled me, why are the "regular" units better equiped than the "support" units, when they are driving the same streets, and based at the same places?

My cousin is serving his 2nd tour in Iraq (as part of the 3rd armored)....he's an Apache crew chief, during his first tour (as part of the 1st armored) when stationed a Baghdad Internat'l they took fire on a daily basis and when they were coming home, had to convoy the equipment back to Kuwait, and he wasn't well equiped. He's also qualified as a marksman, so he was one who literally "rode shotgun" in the Humvee. They didn't even have the reinforced Humvee's for the most part. Are the "support" personnel considered at a lesser risk, than "regular" personnel?
