Tom....question about enlisted men

If you've been asked this one before I apologize, but I just started reading In The Dark, by Marliss Melton, she has a series that the hero's are members of SEAL Team 12. Anyway, in a scene I just read a group of the SEALs are working on a plan to clear their platoon leader who's facing an Article 32, as part of the plan, someone needs to break into the XO's apartment to get some evidence. A crew member wants to join the Master Chief on the "assignment", however the Master Chief says he would rather go alone. As an explination for why he wants to go in alone, this the book says that since he has achieved the highest rank for an enlisted man it would take an act of Congress to part him from his pension benefits. After that long winded intro...my question is is it true that once an enlisted man has achieved the highest rank, only Congress can take away his pension benefits? If it is true why is that and is it only true for enlisted men who have reached this achievement?
