B/c as my hubby will tell you (and has told me repeatedly) the laws work to deal with the lowest common denominator (not people, odds of something happening) and to protect absolutely everyone. Therefore everyone expects that they no longer have to take responsibility for themselves.
So, there's no need to actually "grow up".
