I think the drinking culture exists in both---certainly exists whereever I am--but the Brits accept it and allow it to run its course (You still have booze on ships and how I like to visit them after a month or two (nother funny)) Us Yanks fight it and try and control it--so American ship pulls into port and the crew runs to the nearest bar and gets sh!t face.
